Enhance Tokyo's dignity through Nihonbashi project

(1) Relocation of a portion of the Metropolitan Expressway currently built over the Nihonbashi bridge in Tokyo is a difficult project comparable to remodeling the metropolis, but we support an active discussion of the project. An advisory panel has been established to look into the possibility of relocation following a suggestion to that effect made in late December by Prime Minister Junichiro Koizumi, who said, "I want to see the Nihonbashi bridge turned into the most fascinating spot in the world." The panel plans to propose relocation plans by the end of September.

(1)“首都改造”ともいえる難事業になるだろうが、前向きに議論してよいのではないか。 　東京・日本橋の真上を覆うように走る首都高速道路の移設を検討する有識者会議が設立され本格的な議論を始めた。 　「日本橋を世界で最も魅力的な場所にしてほしい」。小泉首相は昨年末、このように語り、有識者会議の設立を指示していた。今年９月末までに複数の移設案を提案するという。

“首都改造”ともいえる難事業：“首都改造”に匹敵するほど難しい事業と意訳して、a difficult project comparable to remodeling the metropolis. としました。首都は県都と区別するため the metropolis とすべきです。原文では主語が欠けていますが、第２段落に示されている「東京・日本橋の真上を覆うように走る首都高速道路」がそれにあたります。したがって、主部は Relocation of a portion of the Metropolitan Expressway currently built over the Nihonbashi bridge となります。「移設」は relocation が最適語。「首都高速」は the Metropolitan Expressway と訳すのが定番です。

前向きに議論してもよいのではないか：社説の主張を展開する時に使う editorial "we" を主語にして、「前向きな議論を支持します」と言い替えて、support an active discussion of the project と続けました。

移設を検討する有識者会議が設立：「有識者会議」は通常は a panel of intellectuals [academics, learned people] と訳しますが、メンバー構成を考えてここでは単に an advisory panel としました。有識者会議の正式名称は「日本橋川に空を取り戻す会（日本橋みち会議）」。会議を構成する４委員は伊藤滋・早大教授、奥田碩・日本経団連会長、中村英夫・武蔵工大学長と作家の三浦朱門氏です。「検討する」は単に study the relocation plan とするより、look into the possibility of relocation とした方が英語らしい表現になります。「小泉首相は･･･指示していた」のくだりは relocation の後に続く構文で表現しました。a suggestion to that effect は an advisory panel...of relocation を受けたものです。小泉首相の発言内容は、これに続ける形にすれば文章がしまります。

複数の移設案：形容詞の plural を付けずに、plan の複数形 plans でシンプルに表現しました。形容詞を付けるなら a few か several でしょう。
